Run ProbitAnalysisSetup.exe — a normal install wizard that adds Probit Analysis to the Start Menu (and your Desktop, if you tick the box) with an uninstaller. Nothing else to install: Python and the libraries are built in. It installs for your user only, so there's no admin prompt. The installer is unsigned, so Windows may show a SmartScreen prompt: choose “More info” → “Run anyway”.
